Just like the Historical land of Sindh, the history of Sindh Boy Scouts is also quite old. The Scout movement in Sindh began long ago but gained momentum when Lord Baden-Powell, the founder of the Scout movement, made his first visit to the Indian subcontinent.
The building that houses the provincial headquarters of the Sindh Boy Scouts Association is ancient, boasting pleasing architecture and beauty. It was constructed by the renowned social worker Seth Cheetumal Subhraj and named Scouts Headquarters. On November 13, 1926 AD, Provincial Chief Scout Bombay Sir Leslie Wilson laid the foundation stone, and on November 21, 1929 AD, Provincial Chief Scout Bombay Sir Frederick Skies inaugurated the building.
In 1926 AD, Seth Cheetumal Subhraj was elected as the first Provincial Commissioner. In 1930 AD, Scout leader A.R. Lalwani was elected as the Honorary Provincial Secretary, serving until the establishment of Pakistan.
The Shikarpur Divisional Headquarters was established in 1931 by a prominent social figure, and in 1944, it was taken over by The Provincial Council of the Sindh Boy Scouts Association through Mr. TA Shakhus (Deputy Provincial Commissioner).
In 1939-40, Mir Ali Nawaz Naz dedicated the land adjacent to the 20-acre Khairpur Bypass for Scouts activities. Boy Scouts Association is now located there, where the divisional headquarters of the Sindh Boy Scouts Association resides.
On December 1, 1947, a meeting of scout leaders was held in Karachi, in which it was decided to establish the Pakistan Boy Scouts Association. The founder of Pakistan Quaid e Azam Muhammad Ali Jinnah was nominated as First Chief Scout of Pakistan Boy Scout Association, then Education Minister Fazlur Rehman was appointed as the first Chief Commissioner and Jalal Din Shuja as the first National Secretary of Pakistan Boy Scout Association.
On December 22, 1947, Quaid-e-Azam Muhammad Ali Jinnah took the oath as the first Chief Scout of Pakistan at Governor House Karachi. In 1947, Sindh Boy Scouts Association separated from the India Boy Scout Association and became the provincial branch of Pakistan Boy Scouts Association.
After Karachi became the capital of Pakistan, the Karachi Boy Scouts Association was given the status of a provincial association like the Sindh Boy Scouts Association, which was reunited after the abolition of one unit.
On January 1, 1948, Mr. Muhammad Ikhlas Siddiqui was elected provincial secretary of the Sindh Boy Scouts Association.
In 1970, Mr. Hanif Motiwala was appointed as the Secretary of Sindh Boy Scouts Association.
In 1984, Dr. Khan Muhammad Shamshad, a renowned meteorologist of the country, was appointed Provincial Secretary of the Sindh Boy Scouts Association.
In 1990, Provincial Organizing Secretary Mr. Muhammad Siddiq Gill was appointed Provincial Secretary, who held this position until his death.
Following the death of Muhammad Siddiq Gill on December 22, 1992, Mr. Wali Muhammad Siyal was appointed Provincial Scouts Secretary, who held the post till March 21, 2004 after the end and extension of his term of service.
On March 21, 2004, Professor Muhammad Rais Alvi took charge as acting honorary Secretary.
On June 7, 2004, Rd. Colonel Shah Ali was appointed provincial secretary of the Sindh Boy Scouts Association on a three-year contract which was extended for another two years۔
On July 4, 2009, a meeting of the Provincial Council of Sindh Boy Scouts Association was held under the chairmanship of Chief Scout Sindh Mr. Ishrat ul Ebad Khan at Governor House Karachi in which Chief Scout Sindh appointed Prof. Muhammad Rais Alvi, Registrar of Karachi University as Honorary Provincial Secretary of Sindh Boy Scouts Association.
In June 2010, Syed Hassan Feroz got the portfolio of 12th Honorary Secretary when Prof. Muhammad Rais Alvi had to go abroad due to his personal engagements.
In August 2011, on the directions of Governor and Chief Scout Sindh, Mr. Ishrat ul Ebad Khan Sahib, the provincial secretary of Sindh Boy Scouts Association was elected and out of all the candidates, Syed Akhtar Meer was elected as the thirteenth Provincial Secretary of Sindh Boy Scouts Association.
Dr Ishratul Ebad Khan was the Governor and Chief Scout of Sindh from December 27, 2002 to November 10, 2016. He was also awarded the “Silver Camel”, the highest scouting award for scouting, by the President and Chief Scout Of Pakistan for his outstanding services to scouting.
The 31st Governor and Chief Scout of Sindh was Justice (Rd) Saeeduzzaman Siddiqui, who held the post from November 11, 2016 to January 11, 2017.
The 32nd Governor and Chief Scout of Sindh was Muhammad Zubair, who held the post of Governor and Chief Scout from February 2, 2017 to August 3, 2018.
The 33rd Chief Scout and Governor Sindh was Imran Ismail, who held the post from August 27, 2018 to April 18, 2022.
The 34th Governor and Chief Scout of Sindh is Muhammad Kamran Khan Tessori, who has been the Governor and Chief Scout of Sindh since October 10, 2022. He took oath as chief scout on December 22, 2022 and is still the chief scout of Sindh.
In 2011, in the council meeting chaired by the Governor and Chief Scout of Sindh, the then Education Secretary Muhammad Siddique Memon was elected as the provincial commissioner for 2 years. He was elected for 4 consecutive year from 2011 to 2013, 2013 to 2015, 2015 to 2017 and 2017 to 2019, for 4 consecutive terms. Provincial Commissioner continued to be elected along with Syed Akhtar Meer as provincial secretary. In 2019, in the meeting chaired by Governor and Chief Scout Sindh Imran Ismail, Muhammad Siddique Memon was elected Chief Patron by majority and unanimously, while Chief Secretary Sindh Syed Mumtaz Ali Shah was elected as Provincial Scout Commissioner.
Syed Mumtaz Ali Shah has also been elected to the post of Provincial Commissioner for three consecutive terms since 2019, he is still the Provincial Commissioner of Sindh and Syed Akhtar Meer is serving as provincial secretary along with him.
