Designed for young scouts seeking to further their skills in leadership, service, and outdoor activities, the Rover Scout section epitomizes the essence of scouting excellence. Upholding the motto “Service,” Rover Scouts engage in a myriad of activities ranging from camping and hiking to community service and leadership training. With a focus on holistic development, Rover Scouts embody the spirit of scouting through their commitment to personal growth, service to others, and dedication to the principles of the scouting movement.
Rover Scouts are young men aged 17 or older, representing a mature and committed cohort within the scouting community. This age requirement ensures that members are ready to undertake the responsibilities and challenges inherent in Rover Scout activities and programs.
Rover Scouts participate in a diverse range of activities aimed at fostering leadership, service, and outdoor proficiency. Rover Scouts have the opportunity to progress through various rank badges, including Rover Mate, Assistant Rover Leader, Rover Leader, Senior Rover Leader, and the prestigious President Rover Scout. The President Rover Scout rank is the highest attainable, recognizing exceptional work and leadership within the section.
In addition to rank badges, Rover Scouts can earn proficiency badges by showcasing skills and knowledge in diverse areas such as community development, art and literature, sports, environmental conservation, and international understanding. These badges signify expertise and dedication in specific domains, enriching the scouting experience for members.
Rover Scouts don dark gray or khaki shirts and pants, akin to their fellow scouts in the Boy Scout and Shaheen Scout sections. Adorning their attire, the Pakistan Flag cloth badge stands proudly above the right pocket, symbolizing their unwavering dedication to the scouting movement and national identity. Likewise, the Pakistan Shoulder Badge is prominently displayed on the right shirt sleeve, affirming their affiliation with the scouting community.
On the right shoulder, Rover Scouts proudly display their proficiency badges, showcasing their expertise and accomplishments across various skills and endeavors. Conversely, the left shoulder proudly bears the rank badge, emblematic of their leadership and progression within the Rover Scout section.

The Rover Scout Test Card is a Red Test Card used to track a Rover Scout’s progress and achievements in scouting. This card is an essential tool that outlines the syllabus and requirements for a Rover Scout to earn rank and proficiency badges. Each task listed on the Test Card is designed to challenge the Rover Scout and help develop advanced skills in leadership, outdoor survival, and community service.
The Red Test Card includes a variety of tasks tailored to the Rover Scout, such as organizing and leading camping expeditions, mastering advanced first aid techniques, and participating in environmental conservation projects. It also encompasses requirements for proficiency badges, which allow the scout to specialize in areas like mountaineering, project management, and global citizenship.
